Organizational Profile:

The JLAA was founded in 1952, mainly sponsored by the Japan Federation of Bar Associations. The JLAA had been primarily working on civil legal aid for indigent people. In 1958, the Japanese Government (Ministry of Justice) began subsidizing JLAA for its limited civil legal aid activity. In April 2000, the Civil Legal Aid Act was passed, and JLAA was appointed by the Minister of Justice as the designated body for implementing and performing the functions prescribed in the Act.

JLAA performs many activities other than civil legal aid, such as Free Legal Consultation, Aid to Suspects in Criminal Cases and Legal Aid to Refugees. The Legal Aid to Refugees programme started in 1983 with subsidy from the UNHCR office. It provides legal services to individuals who try to apply for refugee status.

JLAA rendered the following services in Fiscal 2000:

(1) Legal Aid in Civil Affairs
(a) civil legal aid 20,098  cases
(b) legal advice 35,505  cases
(2) Free legal consultations 40,555  cases
(3) Aid to defense of suspects in criminal cases 5,237  cases
(4) Aid in attendance on juveniles in criminal cases for protection 1,726  cases
(5) Activities for Japanese Children left in China after World War II 55  cases
(6) Regal aid to refugees 16  cases
