The UNHCR Regional Centre for Emergency Preparedness (the "eCentre") was established in Tokyo in the year 2000, through a grant from the Trust Fund for Human Security of the Government of Japan. The eCentre works with UNHCR field offices and government, civil society, and UN partners in the Asia-Pacific region to strengthen our collective capacity to respond to humanitarian emergencies, whether caused by armed conflict, human rights violations or natural disasters. To achieve its objectives, the eCentre conducts innovative capacity-building activities and field exercises; organises fora to facilitate structured information exchange; and provides tailored training and technical support to operations in the field. The eCentre also promotes strategic and operational partnerships, drawing upon its network of alumni in the region.

The eCentre receives important financial support from Australian Aid and the Ministry of Foreign Affairs of Japan. Additionally, the eCentre partners with Japan International Cooperation Agency (JICA) and other international organisations, which collaborate with and support the eCentre in the delivery of specific projects.
