objectives, outputs and indicators that can guide programme design, and

Joint Food Needs Assessment and Terms of Reference
Two documents - the first, UNHCR/WFP Joint Food Need Assessment, provides
an overview on the scope of this activity and the preparation required. This
document is accompanied by a standard Terms of Reference for the mission.
(Ref. FTP-3) Price,
Nutritional Value and Unit Cost of WFP-supplied Commodities
A table containing prices, nutritional value and unit cost of WFP-supplied
commodities. This table was issued in the year 2000, but the prices are as
of February 1998. Thus, variations may have occurred. The prices are FOB (Free
of Boat) and include the transport costs up to the port of destination.

Food Plan
A matrix - recently revised - on food plans for general as well as special
feeding programmes, that should be completed by all Field Offices and sent
as part of the COP.

UNHCR/WFP Joint Work Plan
A sample of a Joint Work Plan that may assist the field in drafting similar
documents at the onset of any joint operation. It provides a comprehensive
overview of activities related to joint food aid programmes, specifying each
Organization’s roles and responsibilities.

This table is contained in the "Guidelines on estimating food and nutrition

Monitoring (On-site Distribution Monitoring Report
and Food Distribution Monitoring Checklist)
This section provides a number of useful tools to carry out successful
on-site distribution monitoring as well as post distribution monitoring. A
table summarizes all different types of monitoring systems, which help when
assessing the adequacy of the food ration, the effectiveness of the food distribution
system as well as the refugees level of dependency from food aid. The monitoring
report for food and food related issues in WFP/UNHCR joint operations provides
guidance on how to collect the basic required information on assistance programmes
and consists in 12 sections covering basic indicators on food, level of dependency,
health and nutrition, non-food items, water and sanitation, shelter, protection,
women and children, the environment, monitoring and co-ordination. It is accompanied
by very informative explanatory notes. A table for the collection of food
basket monitoring (FBM) data, which was developed by our office in Tanzania,
based on the model provided by the Commodity Distribution Guidelines (see
these Guidelines for more information on the FBM surveys). A checklist for
monitoring the food distribution process as well as for conducting post-distribution
monitoring and focus group discussions.
